New FLASH Publication: Good Practices and Guidelines for Policy Makers
We are pleased to announce the release of the Good Practices and Guidelines for Policy Makers, developed within the FLASH project.
This concise document provides key recommendations to help policymakers adopt a structured, evidence-based and multi-dimensional approach to health innovation.
These Guidelines provide policymakers and healthcare decision-makers with practical recommendations and tools to strengthen innovation governance and support more transparent, evidence-based and future-oriented decision-making in health systems across Europe.
The document outlines:
- A multi-dimensional evaluation approach integrating economic and PESTLE (Political, Economic, Social, Technological, Legal and Environmental) dimensions.
- Practical tools such as the Technology Radar and the Decision Matrix to support early-stage assessment and prioritisation of emerging technologies.
- Eight core guidelines that address innovation adoption processes, stakeholder engagement, value-based procurement, and real-world impact monitoring.
- A case study on Catalonia’s PASS Programme, illustrating how the FLASH methodology can be applied to accelerate the adoption of high-impact innovations.
By adopting these Guidelines, policymakers can improve their ability to anticipate healthcare needs, reduce uncertainty in adoption pathways, and ensure that investments align with long-term system priorities such as equity, sustainability and resilience.
The Guidelines originate from the Deliverable D4.3, which is currently under review.
